Our analyses have found a new kind of actor: one capable of “translating” between the fields of science and politics. This actor can be an individual or a specialized institution

"In fact, my job lies on the border between the executive and politics and consists of making evidence-based decisions. This is a bit of an exaggeration because it is simply not possible in every area. But whenever we can, we want as good a scientific foundation as possible. And that is why we maintain a little research budget so that we can prepare and support our own endeavours. Therefore, we are working very closely with numerous scientific institutions as well as individual scientists. And we natu-rally base our judgment on statements made by relevant institutions and panels of experts. And the WHO is a substantial part of this" (I16: 87-94).
